ПРАВИТЕЛЬСТВО ПОДЛИННЫХ ПРОФЕССИОНАЛОВ
Прошло сто дней с тех пор, как в РФ официально признали кризис и выделили на борьбу с ним первые 50 миллиардов долларов. Потом еще, и еще, и еще. Помогли они или исчезли, как вода в песках экономической пустыни?
Если верить доброму директору-распорядителю МВФ г-ну Стросс-Кану, “огромные резервы позволяют РФ не бояться чрезмерной дестабилизации экономики”. Вот только стоит ли ему верить? Золотовалютные резервы пока еще есть, правда, тают с быстротой необыкновенной. С нового года, вопреки благостным сказкам Путина и Дворковича, таки началась девальвация. За несколько дней торгов после новогоднего перерыва перейден психологический рубеж в 30 рублей за доллар, затем – 31 рубль, 36 рублей, евро – 45 рублей, не считая копеечных колебаний. Аналитики высчитывают, насколько хватит запасов, пессимисты прогнозируют курс и 50, и 70, и 100 рублей. Слово “падение” становится обиходным. Надо учитывать, что весной РФ необходимо будет погасить часть международных займов государственных корпораций, которые “эффективно” нахозяйствовали на 500 миллиардов долгов, что превышает объем сегодняшних госрезервов.
Эксперты твердят, что единственный способ выбраться из кризиса – это перейти от сырьевой экономики к нормальной, основанной на реальном производстве. Меж тем в РФ огромные антикризисные деньги уходят в структуры, принадлежащие узкой группе околокремлевских дельцов – чиновников, объединенных корпоративными и коррупционными связями. Давайте сравним помощь россиянского государства “сирым и убогим” олигархическим компаниям в 2008 году с дивидендами самих компаний за 2005-2007 годы. Получается картина, превосходящая по эмоциональному эффекту произведения Гоголя.
“Русал” от государства получил $4,5 млрд. Свои дивиденды – $7,5 млрд.
“Альфа-групп” от государства получила $2,0 млрд. Свои дивиденды – $7,0 млрд.
“Мечел” от государства получил $2,0 млрд. Свои дивиденды – $1,0 млрд.
“Евраз” от государства получил $1,8 млрд. Свои дивиденды – $2,0 млрд.
“Газпромнефть” от государства получила $0,75 млрд. Свои дивиденды – $4,0 млрд.
Можно припомнить имена “героев капиталистического труда”, которые стоят за названными компаниями: Дерипаска, Авен, Зюзин, Абрамович, Миллер и Богданчиков. Кризис у них, однако. Кстати, за 2008 год из страны вывезли 130 миллиардов долларов. Из них 72,5 миллиарда перевели за рубеж компании, 57,5 миллиарда – банки. В их числе и те, которым государство оказывало материальную помощь за счет налогоплательщиков. Что до остальных заводов и фабрик РФ, то денег у предприятий по-прежнему нет. Скоро можно будет наблюдать возрождение бартерных схем и выдачу зарплат натурой.
Летом 2008 года в мире уже вовсю бушевал финансовый кризис. Тогда в Петербурге проходил международный экономический форум, на котором представители кремлевской администрации уверенно заявляли: “РФ – остров стабильности”. Первый вице-премьер Шувалов так и вовсе провозгласил, что “к концу этого года Россия станет шестой по размеру экономики в мире”. Конец года наступил быстро, через 6 месяцев. Где Шувалов и прочие? Все там же, ведь он говорил не от своего имени, а от имени правительства. Более того, предполагается – от имени тысяч профессионалов-управленцев-референтов-аналитиков-директоров-министров, досконально знающих положение дел. Впрочем, откуда бы взяться ответственным профессионалам в правительстве, где премьером служит куратор “стукачей”, министром обороны – директор мебельного магазина, вице-премьером по вопросам вооружений – филолог и т.п., назначенные на свои должности президентом – видным специалистом по разработке схем уклонения от уплаты налогов.
